Type of services provided:
Under the project the following results have been achieved:
1. Improvement of the implementation capacity of the PA for RD measures:
• Manuals, checklists, job descriptions reviewed in connection with review of the RD Measures;
• Existing training documents reviewed and new ones developed.
2. Provision of training to PA staff:
• 5 PA headquarters and 110 inspectors from the local Technical inspectorate trained in on the spot checks.
• 158 experts from the PA trained on implementation of rural development measures, export subsidies, direct payments and market measures, measures of the European Fisheries Fund, control functions under Regulation 4045 and provision of legal consultation related to implementation of Common Agricultural Policy.
• 84 people from the Regional Paying agencies dealing with the following job activities: filing of applications, checking document completeness and validity;
• 33 people from the District Paying Agencies with the following job activities: filing of payment requests, implementation of administrative verification of payment requests;
• 5 experts from the Ministry of Agriculture and Food Supply (Rural Development Directorate and Paying Agency Activities Coordination and Monitoring Department) trained in implementation procedures including monitoring.
3. Upgrade of IT system
• Installation of a newly developed application and software upgrade;
• Development of user handbook/manual
• Trained users of the application software developed
